The One-Stop Center Scheme
It is a centrally funded Ministry of Women and Child Development (MWCD) program to address the issue of violence against women. It is a subscheme of the main schemes for National Mission for Empowerment of Women including Indira Gandhi Mattritav Sahyaog Yojana. It will be established nationwide to integrate and support women affected by violence under one roof in private and public places.
Need for the scheme
Gender-based violence (GBV) is a global health, human rights, and development issue that affects every community and country in every part of the world, beyond geography, class, culture, age, race, and religion. In India, there are many forms of gender-based violence like domestic and sexual violence, including rape. Harmful practices such as dowry, honorary killings, acid attacks, witch hunts, sexual abuse, child sexual abuse, trafficking for commercial sexual exploitation, child marriage, sex-selective abortion, and Sati. India also suffers from violence due to injustice in social life, especially during evacuation and joint incidents.
How is it Financed?
This plan is funded by the NIRBHAYA fund, and the central government offers 100% financial support for the state government/labor union.
Background for scheme
- The Nirbhaya Foundation was established for the safety of women in the strategic areas of prevention, protection and rehabilitation.
- The 12th Planning Working Group on Women's Agencies and Empowerment recommended the establishment of a Central Crisis Center.
- The Usha Mehra Commission has recommended the establishment of a "single contact point" to assist victims of sexual assault and ensure prompt punishment of perpetrators.
What is Nirbhaya Fund?
The Nirbhaya Fund Framework provides an established corpus fund for the safety and protection of women. It is managed by the Economic Affairs Bureau (DEA) of the Ministry of Finance (MoF) of the Government of India.
How it is Audited
The exam is conducted in accordance with the Indian standard Comptroller & auditor, and social audits are conducted by a group of civil society.
